External logins

An external login creates access to an account by a user.

A login creates a burden for the user. This can increase disparities in equity and accessibility. Make sure an external login benefits the user.

Use this guide to determine when to use a login.

Login is not required

  • If a statute requires the user to be anonymous
  • When the user is only receiving public information
  • There are no rules, statutes, or business needs for digital authentication

Login is optional

  • When users can choose to use an application anonymously

Login is required

  • When a statute, policy, or standard requires it
