Business District Initiative
To maximize the potential of main streets and commercial nodes
Local main streets and commercial centers create jobs, generate tax revenue, and make places for communities to come together. Suburban cities across the county rely on their unique business districts but can face challenges unlocking their full potential. The Business District Initiative offers suburban cities resources to help turn their valued town centers into vibrant destinations.
Who can apply
City governments, or their related economic development, redevelopment, or port authority within Hennepin County. The entity that has approving authority, financial oversight, and implementation jurisdiction for the Hennepin Planning Grant project.

- Technical assistance across business district
- Financial or legal services
- Streetscape improvements
- Feasibility or predevelopment planning for business incubators
How to apply
The 2025 Business District Initiative Request for Applications (RFA) has closed for the year. The 2026 RFA is anticipated to open in February 2026. More information and updated program guidelines will be posted on the website. Sign up below for updated information on future funding opportunities.
Funding
A combined total of $200,000 is typically available between the Business District Initiative and Hennepin Planning Grants.
Impact
To date, Hennepin County has invested in 19 Business District Initiative projects in 13 cities, with over $680,000 invested.
