Youth Homelessness Demonstration Project

In 2021, Hennepin County was selected as a Youth Homelessness Demonstration Program (YHDP). The program is a federal initiative to support selected communities as they develop and implement a coordinated community approach to preventing and ending youth homelessness.

This project expands on and advances the work our community is already doing to combat homelessness. In Hennepin County, we help youth experiencing homelessness by ensuring homelessness is rare, brief and non-recurring.

About YHDP

The Youth Homelessness Demonstration Program is an initiative of the United States Department of Housing and Urban Development (HUD).

As a YHDP community, Hennepin County will develop a coordinated community plan to guide strategies and interventions to reach our goal: ensuring youth homelessness is rare, brief and non-recurring.

This work will be led by youth with lived experiences of housing instability and will include a diverse group of stakeholders across systems, including education, child welfare and corrections.

Timeline of key events

  • October 28, 2021 – YHDP community kickoff
  • April 20th, 2022 – Coordinated Community plan submitted to HUD
  • April 26th, 2022 – Request for Interest released for project applications
  • July 1, 2022 – YHDP projects under contract

Mission & Vision Statement

Our vision in Hennepin County is a community where all youth and young adults have access to safe and stable housing, ensuring youth homelessness is rare, brief and non-recurring.

We will address the racial inequities that exist and the inequitable distribution of power, especially for BIPOC and LGBTQ+ youth and young adults experiencing housing instability. We commit to disrupting oppressive systems. This includes youth leadership and decision-making in advocacy, planning and action.

We will enhance an innovative and accessible system that is centered in youth choice and youth voice. The system will focus on preventing homelessness whenever possible and supporting youth in moving towards stable housing. Services and housing opportunities will be provided through a holistic approach, supporting youth connections to chosen family and community, and incorporating youth-developed strategies on improving education and employment connections, prioritizing social and emotional well-being, and enhancing permanent connections.

Coordinated Community Plan

The Coordinated Community Plan to prevent and end youth homelessness in Hennepin County includes input from a broad range of stakeholders made up of non-profit youth agencies, government entities, local education agencies, the Heading Home Hennepin Executive Committee, and youth and young adults. The development of the Coordinated Community Plan was led by the Youth Action Board and the Youth Homelessness Demonstration Project (YHDP) Core Team. The plan is representative of a continued commitment and focus to make homelessness rare, brief, and non-reoccurring for youth and young adults (YYA).

YHDP project awards

The following projects were selected through a facilitated community process involving the Core Team and the Youth Action Board (YAB). Projects that were prioritized aligned with the shared vision, adhered to the guiding principles, and were eligible for YHDP funds.
