University and Fourth roadway improvements

County roads 36 and 37 in Minneapolis

Hennepin County, in participation with the City of Minneapolis, Minnesota Department of Transportation (MnDOT), Metro Transit, and the University of Minnesota, is improving University Avenue (County Road 36) and Fourth Street (County Road 37) between I-35W and Oak Street in Minneapolis.

Project updates

Traffic impacts

March 31 through mid-May

University Avenue reduced to a single lane between the I-35W northbound ramp and 13th Avenue SE. Crews will work along the south side (right lanes) of University Avenue.

Bike and pedestrian access will be maintained. Plan ahead, allow extra time and plan an alternative route.

Mid-May through August

University Avenue will be reduced to a single lane between 13th Avenue SE and Oak Street.

Construction information

In 2024, we completed work on Fourth Street. In 2025, we’ll be working on University Avenue. 

We are working to minimize disruption while work is ongoing.

If you walk or bike: We will maintain bike and pedestrian access whenever possible during construction. Either the north or the south sidewalk will remain open. At times people walking and rolling will be routed around the construction area. In some areas, vehicles and bikes will share a lane.

If you use transit: Bus service will be maintained. Some transit stops will be temporarily closed or relocated as work moves through the construction area. For information on affected stops, visit Metro Transit Rider Alerts, or contact your transit service.

If you drive: University Avenue will generally remain open but will be reduced to a single lane. Your trip will take longer than usual, particularly during peak travel periods and events. Plan an alternative route and expect delays.

If your home or business is directly on the project area: We will maintain access to your entrance. Contact the project team with any specific concerns. Also be aware, construction activity and noise will generally be restricted to weekdays between 7 a.m. and 6 p.m., and Saturdays between 9 a.m. and 6 p.m. Please be alert for crews.

If you attend events: We’re working with the University of Minnesota and attractions to mitigate traffic impacts during events in facilities along the corridor. Plan ahead, consider an alternative route, and allow plenty of additional time.

If you want to park in the area: University Avenue doesn't have designated parking areas, so there is no change in parking. Any short-term meter restrictions on nearby streets will be coordinated with the City of Minneapolis. The University of Minnesota’s parking facilities page has a list of nearby ramps.

Project background

Improving the corridor

Hennepin County will improve University Avenue and Fourth Street SE between Oak Street and I-35W.

When the project is complete, people will notice:

  • New pavement on University Avenue and 4th Street 
  • Protected bike lanes on University Avenue and Fourth Street 
  • Upgraded intersections that meet Americans with Disability Act (ADA) requirements
  • Modernized traffic signals
  • Improved access to transit stops

Work began in spring 2024 and is expected to be completed in late 2025.
