Smoking and tobacco restrictions

Throughout the county, there are prohibitions on commercial tobacco use in most public indoor spaces and on county property. Commercial tobacco use includes smoking, vapes and other tobacco products.

Restrictions countywide

Hennepin County follows the Minnesota Clean Indoor Air Act and our smoke-free ordinance.

Smoking and vaping are prohibited in businesses and organizations in the county. This includes:

  • Restaurants
  • Hotels
  • Bars
  • Daycares
  • Health care clinics and facilities
  • Group homes
  • Public transportation
  • Any space or establishment covered by state law

You can order smoke-free signs to post at your business or establishment.

To order your free signs, email signorders@ansrmn.org.

Restrictions in county-owned buildings

Smoking and commercial tobacco use are not allowed on or in any property owned by Hennepin County government. They're not allowed inside or outside our buildings. This also applies to cannabis and vapes.

Applicable properties

  • All county-owned buildings including downtown Minneapolis and suburban property
  • Leased space where the county is the only tenant
  • County libraries
  • Parking garages, lots and ramps owned by the county
  • County-owned vehicles and equipment
  • Personal vehicles on county property
  • Sidewalks surrounding Hennepin County property

We want to protect our visitors and employees by reducing exposure to secondhand smoke and hazardous commercial tobacco use. This is our commitment to enhancing the health of our residents.
