Osseo Road reconstruction

County Road 152 in North Minneapolis

Hennepin County is working to reconstruct Osseo Road (County Road 152) from Penn Avenue (County Road 2) to 49th Avenue in North Minneapolis.

Construction on the project began in the summer of 2023.

Osseo Road is set to begin construction in 2023 and complete in 2024

Project information

Improving the corridor

The existing roadway on Osseo Road (County Road 152) between 49th and Penn avenues (County Road 2) has reached the end of its service life and is due for reconstruction. The Osseo Road bridge over the Canadian Pacific railroad will also require rehabilitation work. 

Updates will be made focusing on safety and accessibility upgrades, Complete Streets elements and Green Streets elements.

When the project is complete, people will notice:  

  • A better ride with new roadway pavement and a redecked bridge
  • An improved experience for people walking, biking and rolling
  • Upgraded signals and lighting
  • Upgraded drainage and storm sewer infrastructure

Construction and detour information

On June 20, Osseo Road (County Road 152) will close between Victory Memorial Parkway and 49th Avenue North. This closure will remain in place until the fall of 2023.   

People driving are advised to use 44th and 49the avenues North for east-west travel and Humboldt Avenue North (County Road 57) for north-south travel. Humboldt Avenue is the only way to cross over the railroad tracks with Osseo Road closed. 

Using the signed detour and access routes will keep you from experiencing additional delays and getting frustrated. It will also help local streets stay safe for the individuals and families who live and play in the area. 

Local access will be maintained, and pedestrian access will be maintained on one side of the road for people walking or rolling. Crews will install temporary walking paths using rubber mats and temporary ramps for people using Victory Memorial parkway.  

 

Transit route changes

Northbound C and D Line and Route 5 will travel normally up to 44th Avenue, they will then detour along 45th Avenue to France Avenue before continuing onto Highway 100 and resuming regular routes on Brooklyn Boulevard.

Southbound routes will travel on Brooklyn Boulevard to Highway 100, France Avenue, 45th Avenue and then back to 44th Avenue.

About the corridor

Osseo Road is part of County Road 152, which stretches from southern limits of Minneapolis up into Brooklyn Park. Recent changes and updates include: 

In 2013, Osseo Road was reconfigured from a 4-lane to a 3-lane roadway with on-street bicycle facilities.

In 2022, Brooklyn Center completed reconstruction of Brooklyn Boulevard.

In 2023, Hennepin County completed reconstruction of 44th Avenue, Webber Parkway and a segment of Lyndale Avenue North in North Minneapolis.

METRO C and D Line projects

In June 2019, the METRO C Line bus rapid transit line opened. The C Line route runs between downtown Minneapolis and Brooklyn Center including on Osseo Road.

In December 2022, the METRO D Line bus rapid transit line opened. The D Line route runs between Bloomington and Brooklyn Center including on Osseo Road.

Complete and Green Streets elements

Complete Streets elements

The updated design will include several Complete and Green Streets elements to improve the corridor for people walking, biking, using transit and driving.

These elements include: 

  • Sidewalks on both sides of the roadway
  • A trail along southbound Osseo Road
  • Pedestrian level lighting
  • Green boulevards
  • Trees, which will be planted by Hennepin County forestry after the project is complete
  • Trail and sidewalk extensions to 47th and Vincent avenues
  • Raised medians with pedestrian refuge between Victory Memorial Parkway and Penn Avenue intersection and at the 47th avenue intersection to help define the left turn lane at Victory Memorial Parkway and for additional pedestrian safety
  • Rectangular rapid flashing beacons (RRFBs) at 47th Avenue to complement the proposed C-line bus rapid transit station and Queen Avenue to complement Minneapolis's recently completed Queen Avenue bike boulevard project.

Green Streets elements

The project will construct 20 green stormwater infrastructure facilities, which include a rain garden and 19 subsurface water quality basins. The vast majority of the subsurface water quality basins are located within green boulevards and will support the trees planted by Hennepin County forestry after the project is complete.

As part of our efforts, the project will see a total reduction in stormwater runoff of 9,500 cubic feet annually, resulting in capture of more than 1,500 pounds of sediment and 4.7 pounds of phosphorus per year.

Project staff attended Camden neighborhood's Holiday on 44th event to inform people about the Osseo Road project on December 6, 2019.

Community survey

Prior to the design, Hennepin County evaluated opportunities to identify top priorities for improvements. Starting in November 2019, the project team conducted a survey and participated in online and in-person engagement with the goal of talking with community members and learning about ways to improve Osseo Road between Penn and 49th avenues.
