Marshall Street reconstruction

County Road 23 in Northeast Minneapolis

Hennepin County, in partnership with the City of Minneapolis, is planning to reconstruct Marshall Street NE (County Road 23) between 3rd Avenue NE and Lowry Avenue (County Road 153) beginning in Spring 2027.

About the corridor

Marshall Street is a key north-south roadway in Northeast Minneapolis. The corridor is characterized by a mix of land uses, including commercial, residential and light industrial. A 2023 mill and overlay project repaved Marshall Street between Lowry Avenue and 37th Avenue. Marshall Street is identified in the Hennepin County Bicycle Transportation Plan and City of Minneapolis All Ages and Abilities bikeway network as a future dedicated bike route.

The project team hosted an open house at Elsie’s on March 11, 2025, and at the Pierre Bottineau Library on March 17, 2025.

Phase 1 engagement

We completed our first phase of engagement between August and October 2024. We collected feedback both in-person and online. We heard from residents that safety is a concern along the corridor, and many expressed a desire to see lower vehicle speeds and safer pedestrian crossings. Residents also expressed a desire to see more space for walking, biking and greenery along Marshall Street. Review the complete engagement summary below.

Project background

Previous corridor study

Hennepin County and the City of Minneapolis have studied options for making Marshall Street (County Road 23) between 10th Avenue and St. Anthony Parkway safer and more comfortable for people walking, biking, taking transit and driving. The most recent, a feasibility study, was completed in 2018.

Over the past 20 years, there have been several studies and efforts to plan for improvements to the corridor by enhancing walking and biking facilities and adding more extensive street landscaping. The most recent study was completed in 2018.

The goals of the 2018 study included:

  • Developing planning level concepts for corridor layout
  • Balancing all modes of transportation throughout the corridor
  • Improving connections and access to the Mississippi River and green spaces
  • Planning for accessible, continuous and separated bikeways and sidewalks
  • Strengthening connections to Marshall Street's businesses and destinations
  • Working with all stakeholders to develop sustainable parking solutions, create safe places for all users, and improve transit connections
