Minnetonka Boulevard reconstruction

County Road 5 in St. Louis Park

Hennepin County, in coordination with the City of St. Louis Park is reconstructing Minnetonka Boulevard (County Road 5) between Highway 100 and France Avenue as well as County Road 25 (old Highway 7) between Lynn and Drew avenues.

Construction updates

2025 construction overview

This year, we will replace Minnetonka Boulevard between Inglewood Avenue and Highway 100.

We will remove the current pavement, excavate a deep trench, and replace the aging watermain pipes and storm sewers. When all underground work is complete, we will pour the new concrete road. We’ll also construct shared use paths on both sides of the road and repave the ramps to and from northbound Highway 100.

Traffic impacts

April 28 through fall 2025 

Minnetonka Boulevard is closed to through traffic between Highway 100 northbound exits and Lynn Avenue. Follow the posted detour using County Road 25.

Local access will be maintained for residents and businesses using Ottawa Avenue as the designated north/south access route. Other cross streets will be closed at Minnetonka Boulevard, with no access and no turns. On the east end of the project area, Minnetonka Boulevard has reopened to local traffic between County Road 25 and Inglewood Avenue.  

Plan ahead, expect delays, use posted detours whenever possible, and plan an alternative route. 

Detour and access information

If you walk, bike or roll: We will maintain access to sidewalks and trails during construction whenever possible. There may be times when people walking and rolling will be routed around the construction area for safety. 

If you use transit: Metro Transit stops on Minnetonka Boulevard will be closed and relocated during 2025 reconstruction. Visit Metro Transit rider alerts for updates. 

If you drive: County Road 25 is open to through traffic in both directions. Minnetonka Boulevard is closed to through traffic from the northbound Highway 100 exits to County Road 25. 

Local access will be maintained for residents and businesses using:

  • A one-way eastbound lane from Ottawa Avenue to Lynn Avenue
  • A one-way westbound lane from Ottawa Avenue to Highway 100
  • Other side streets are closed at Minnetonka Boulevard, and traffic will not be able to cross.

You can access City Hall from the south using Raleigh Avenue.

The ramps to and from northbound Highway 100 will close for repaving for approximately two weeks in fall.

Expect delays during construction. Consider an alternative route where possible. To keep the community safe, please follow the posted detours, drive the posted speed limit, and avoid cutting through on neighborhood streets. 

If you live or own a business directly on the project area: We will maintain access to your driveway or entrance. Contact the project team with any specific concerns. Also be aware, construction activity and noise will generally be restricted to weekdays between 7 a.m. and 7 p.m., and possibly some Saturdays.

Project information

Purpose of project

Minnetonka Boulevard was last reconstructed in 1952 and is nearing the end of its useful life. We need to reconstruct the roadway because routine maintenance activities such as overlays and crackseals are no longer cost effective in preserving the road. Additionally, the storm water system is not working properly, which puts a burden on local systems. 

The current design also poses challenges for people biking, walking, and rolling. The existing sidewalk facilities are located immediately adjacent to the road, which can be uncomfortable for people walking, and persons with limited mobility may experience issues because many intersections do not meet current Americans with Disabilities Act (ADA) design requirements. This is consistent with feedback from residents who have also noted safety concerns due to the existing four-lane undivided road design.

Coming improvements

When completed, this reconstructed area of Minnetonka Boulevard will be a safer, calmer street for residents. It's designed with local traffic in mind, and has improvements for the people who walk, bike, and roll in the neighborhood. Planned improvements include:

  • A 4- to 3-lane conversion of Minnetonka Boulevard, meaning one lane of traffic in each direction and a center turn lane, which will calm traffic, reduce speeds, and improve traffic flow

  • A redesigned intersection at Minnetonka Boulevard and County Road 25, to reduce the number of signals and allow traffic to operate more smoothly and safely

  • A shared use path along both sides of Minnetonka Boulevard for people who walk, bike, and roll, with safety improvements including curb extensions and raised medians

  • New watermain, sanitary sewer and storm water infrastructure

  • Upgraded intersections and crossings that meet Americans with Disability Act (ADA) requirements

  • Improved access to transit stops

  • Streetscape improvements and additional parking

Public involvement

Preferred concept engagement

Based on the feedback we received through community engagement, including our online input experience, we identified a preferred concept to present for our final phase of engagement.

This layout was used to develop the final designs.

The final designs were slightly modified to include changes to the intersection of Minnetonka Boulevard and Inglewood Avenue.
