Transient merchant license

This license is required for any out-of-state business having a sale in Hennepin County.

Do not enter county buildings if you are sick. All staff and customers must wear a mask or face covering and stay 6 feet apart from others.

How to apply

Remote application process

  1. Complete the application (PDF) and affidavit of goods (PDF) 
  2. Gather the following:
    • An itemized list of sale merchandise
    • The name and address of auctioneer(s)
    • A $1,000 executed bond to Hennepin County
    • Proof of partnership (if applicable)
    • A copy of your Minnesota Department of Revenue sellers permit or your state sales tax number
  3. Submit your application and payment:
  • At one of our drop off locations, or
  • Mail to:
    Director of Licensing – Transient merchant
    Hennepin County Government Center

    Minneapolis, MN 55487-0026

If you cannot use a remote option, the in person application process is:

  1. Complete the application (PDF) and affidavit of goods (PDF) 
  2. Gather the following:
    • An itemized list of sale merchandise
    • The name and address of auctioneer(s)
    • A $1,000 executed bond to Hennepin County
    • Proof of partnership (if applicable)
