Excelsior Boulevard improvements

County Road 3 in Minnetonka

Hennepin County, in coordination with the City of Minnetonka, is preparing to repave and restripe Excelsior Boulevard (County Road 3) between County Road 101 and Glen Oak Street in Minnetonka.

Before repaving, some utilities underneath Excelsior Boulevard and Woodland Road need to be replaced, requiring a short-term, full closure. We will also update pedestrian ramps that are ADA-compliant at three intersections.

This project began in May 2022.

County underground utility work on Excelsior Boulevard complete

County crews completed the utility work on Excelsior Boulevard (County Road 3) at the Woodland Road intersection.

Excelsior Boulevard closed for CenterPoint utility work

On Friday, July 8, CenterPoint Energy began underground utility work on Excelsior Boulevard (County Road 3) between County Road 101 and Williston Road in Minnetonka. 

The CenterPoint utility work is expected to take up to two months to complete, weather permitting.

Access and detour

There is a hard closure of Excelsior Boulevard between County Road 101 and Williston Road to allow crews to complete their work. So, people will need to use the detour route to get around the closure.

People who live within the closure area on Excelsior Boulevard will have access to their driveways.

Driving

When driving, you will need to use the following signed detour to get around the closure:

  • County Road 101
  • Townline Road (County Road 62)
  • Eden Prairie Road (County Road 4)

Biking

People biking will need to use alternate routes or the detour to get around the closure.

Repaving and restriping work to follow

Following CenterPoint Energy's work on Excelsior Boulevard, our crews will return to repave and restripe Excelsior Boulevard (County Road 3) between County Road 101 and Glen Oak Street. We will provide updates as we get closer to our construction.

Improving the corridor

Hennepin County, in coordination with the City of Minnetonka, is improving the user experience on Excelsior Boulevard.

In May, our crews upgraded pedestrian curb ramps at three locations:

  • Minnetonka Library entrance
  • Spring Lane intersection
  • Glen Oak Street intersection

The new ramps are Americans with Disabilities Act compliant and will improve the experience for all users.

The utility work will be completed to improve utility delivery and reduce the likelihood of having to dig up new pavement for utility repairs.

Once utility work is complete at Woodland Road, crews will repave and restripe Excelsior Boulevard between County Road 101 and Glen Oak Street. The new road surface will help maintain good ride quality, and the restriping will improve the safety of people traveling at intersections by replacing bypass lanes with dedicated turn lanes.

We do not anticipate any full closures for the repaving and restriping, but there may be traffic delays as we complete this work.
