Request for proposal: civic engagement for 2020 election

Hennepin County is seeking community organizations to help promote absentee voting and safe voting options to people at risk for COVID-19. 

Help engage with communities disproportionately impacted by COVID-19 

Hennepin County is looking to partner with trusted members from communities disproportionately impacted by COVID-19. You know how to serve your community best.

We are tailoring voter outreach to the community-specific groups that have been impacted by COVID-19 because of their higher incidence of COVID-19 cases, limited public transportation options, homelessness, and other factors.  

Communities that have been severely impacted by COVID-19: 

  • Black, indigenous, people of color (BIPOC) 
  • Low-income people 
  • People experiencing homelessness 
  • Senior population 
  • People at higher risk of severe COVID-19 symptoms 
  • People with disabilities 
  • People with language barriers 

Up to $10K available per organization for the following services: 

  • Voter education 
  • Technical assistance to help people vote 
  • Translation/interpretation/witness support 
  • Masks/PPE 
  • Advice to the county on how to respond to community needs

The application deadline has been extended to July 27, at 3 p.m.

Voter outreach and education in 2020 is going to be different. The Minnesota Secretary of State’s Office is encouraging voters to Vote From Home to reduce spread of disease and keep our communities healthy.
