Penn Avenue improvements

County Road 2 in Minneapolis 

Hennepin County, in coordination with the City of Minneapolis, is planning to make improvements to Penn Avenue (County Road 2) between 12th and 15th avenues in Minneapolis.

Construction began in May 2021.

Penn Avenue on track for July reopening

Hennepin County continues working on Penn Avenue between 12th and 15th avenues in Minneapolis. This project, which began in May, enhances the safety and accessibility for people who walk, roll and use transit on this street, as well as improving the experience for people who drive.

Between Plymouth and 15th avenues, crews expect to complete underground utility work in this segment in about a week. Where work is done, they are already grading the new road base with dirt and gravel. Next, they will begin rebuilding the road and sidewalks along this segment.

Crews will begin utility work between 12th and Plymouth avenues as early as next week.

Based on the current pace and if there are no unforeseen challenges, like weather, we expect to reopen the roadway in July.

Continue using the detour

Until we can open the segments and while Plymouth Avenue remains under construction by the city of Minneapolis, people driving will need to use the signed detour.

Up to three-month closure at construction start

We expect to close this segment of Penn Avenue to vehicle traffic for up to three months. The closure will allow crews to complete the required underground utility and roadway work to reopen to traffic and complete construction.

Through traffic: use the signed detour

During the closure, people driving should use the following detour: 

  • Olson Memorial Highway (Highway 55)
  • Lyndale Avenue 
  • West Broadway Avenue (County Road 81) 

Using the signed detour will keep you from experiencing additional delays and getting frustrated. And, it will help local streets stay safe for the individuals and families who live and play in the area. 

We will maintain a sidewalk path for people walking and rolling to access local destinations and to travel through the construction site. Expect sidewalk access changes and exercise caution as the area will be an active construction site.

Detour during the Penn Avenue closure uses Olson Memorial Highway, Lyndale Avenue and West Broadway Avenue.

Getting to NorthPoint and other destinations

How you get to NorthPoint Health & Wellness Center and other destinations on Penn and Plymouth avenues will change during the closure. We will maintain access to nearby parking and sidewalk access to your destination. 

Please use the detour and follow the posted signs to get to your destination. 

Metro Transit routes and bus stops shifting

Metro Transit routes and stops along this segment on Penn Avenue will shift to nearby streets during the closure. Below are the expected temporary reroutes and bus stops during the Penn Avenue closure. Signs will be posted at each of the bus stop locations.

City of Minneapolis reconstruction of Plymouth Avenue

The City of Minneapolis began constructing Plymouth Avenue between Xerxes and Penn avenues. Construction activities for this project will occur through November 2021. We are coordinating with their project staff.

Hennepin County will make improvements on Penn Avenue North between 12th and 15th avenues in Minneapolis starting Spring 2021.

We are coordinating this project with the City of Minneapolis as part of an ongoing effort to make meaningful infrastructure investments, enhance transportation and transit services and improve safety on Penn Avenue.

This project is an extension of the overall Penn Avenue Community Works program. This program is dedicated to making meaningful infrastructure improvements and enhancing transportation and transit service, and improving safety throughout the Penn Avenue corridor in North Minneapolis. Planned improvements on Penn Avenue between 12th and 15th avenues will focus on safety and improved accessibility:

  • Narrowing lane widths between Plymouth and 14th avenues to reduce vehicle speeds.
  • Constructing concrete bump-outs at the 14th Street intersections to reduce crosswalk distance and improve access for people walking and rolling.
  • New pedestrian ramps and accessible pedestrian signals that meet Americans with Disabilities Act standards.
  • Constructing concrete medians at both ends of the Plymouth Avenue intersection to improve traffic flow.
  • Installing new utility systems ahead of the NorthPoint campus expansion project.
  • New street lighting matching City of Minneapolis’ street standards.

In addition to these improvements, existing roadway features such as pavement, curbs and gutters will be replaced.
