Lake and 42nd streets intersections improvements

Hennepin County and the City of Minneapolis are planning to improve safety and access at five intersections on Lake Street (County Road 3) and 42nd Street (County Road 42) in Minneapolis.

Construction is expected to begin in 2023.

Learn about plans to improve five intersections along Lake and 42nd streets

Hennepin County and the City of Minneapolis are advancing design work to improve the intersection of Lake Street (County Road 3) at Cedar Avenue (County Road 152) and the intersections of 42nd Street (County Road 42) at Cedar, 21st, 26th and Nokomis avenues.

Since 2019, we have been engaging with the community and local partners to consider present and future needs at these five intersections, including improving safety and access for those who use these roadways to walk, bike, roll, drive or use transit.

The project team has used input from our engagement efforts to develop detailed designs that meet these goals.

We are now at a stage where we would like to share these designs with you and hear from you – whether you participated in earlier conversations or have not engaged with the project at all. This will keep the project on schedule for an anticipated start in 2023.

On May 19, 2021, we hosted a live online open house for the Lake and 42nd streets intersections improvements project. We provided attendees with information including:

  • project history, 
  • community concerns from previous engagements about the current intersections,
  • initial proposed designs,
  • project next steps, and
  • additional projects planned on 42nd Street.

Project locations

In 2023, Hennepin County plans to make safety and access improvements at five intersections on Lake Street (County Road 3) and 42nd Street (County Road 42) in Minneapolis. The five intersection locations are:

  • Lake Street and Cedar Avenue (County Road 152)
  • 42nd Street and Cedar Avenue
  • 42nd Street and 21st Avenue
  • 42nd Street and 26th Avenue
  • 42nd Street and Nokomis Avenue

Anticipated improvements

The project will update the existing intersections to meet present and future needs at these five intersections, including improving safety and access for those who use these roadways to walk, bike, roll, drive or use transit. Improvements could include a combination of these features:

  • Curb extensions
  • Raised concrete medians
  • Dedicated bike lanes and paths
  • Accessible Pedestrian Signals (APS)
  • Dedicated left-turn lanes

All five intersections will have updated pedestrian curb ramps that meet Americans with Disabilities Act standards.

Connections to agency and county safety plans

The proposed improvements also align with city and county safety plans, specifically:

  • Hennepin County’s Americans with Disabilities Act transition, pedestrian, bicycle transportation and roadway safety plans
  • City of Minneapolis’ Vision Zero Plan
  • Northrop Elementary Safe Routes to School (SRTS) plan
