Pinto Drive reconstruction

County Roads 115 and 116 in Medina

Hennepin County, in partnership with the City of Medina, Canadian Pacific railroad and the Minnesota Department of Transportation, is reconstructing Pinto Drive at the intersection of Highway 55.

Improvements to the location are needed to:

  • replace the aging railroad signal system
  • better accommodate increased traffic
  • improve utilities under and around the road
  • provide better access and safety for non-motorized users

This project is expected to be substantially completed by October 2017.

Current work

Traffic shift

On Thursday, October 5, traffic shifted onto the newly constructed east side lanes. This allows the next stage of reconstruction - work on the west side lanes - to begin. In addition there will be a shoulder closure along westbound Highway 55, this is not anticipated to impact traffic. 

During this stage of construction, there will be continue to be one lane of traffic in each direction. Local access to businesses will remain open during this project. However, lane restrictions are to be expected as the project progresses. 

Weather permitting, this traffic configuration is anticipated to last approximately 4 to 6 weeks.

Features of the reconstruction

  • Signal replacement at the Highway 55 intersection
  • Dual left turn lanes for southbound left turns on County Road 116 to fix a major source of morning traffic delays
  • Realignment of Clydesdale Trail
  • Replacement of the railroad crossing and signals and installation of a railroad quiet zone.
  • Safer roadside facilities for pedestrians and bicycle

The City of Medina is upgrading their watermain system in this area with this project.

Design history

The City of Medina hired a consultant to design an initial conceptual layout. Following meetings with local businesses, Minnesota Department of Transportation and Hennepin County, the city council approved the conceptual layout in 2008.

In 2011, Hennepin County led the preliminary phase of the design. Traffic studies, public meetings and environmental documentation began at this time. The final layout of the design was approved by the Medina City Council in June 2015 and by MnDOT in August 2015.

Final design progressed through 2016 and the plans received final approval in February 2017.

Public involvement

Public meetings were held in 2011 to gather input from residents and local businesses. The input helped shape design decisions as the project progressed into the design process.

Additional meetings have been held with property owners directly affected by the project.
